REGULAR MEETING – VILLAGE OF NORTHVILLE

Tuesday, September 12, 2023

 

The Village Board met Tuesday, September 12, 2023, at 7:00 PM.

Mayor Eckert called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.

 

Motion to approve the minutes of the August 15, 2023, Regular Meeting was made by Trustee Terwilliger, seconded by Trustee Sedon, and passed by voice vote as follows:

AYE:        Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

ABSTAIN:   0

 

PUBLIC ACCESS:  Ken Adamczyk, from CRG, addressed the Board.  He stated the State has not approved portions of grant opportunities they were discussing.  He stated that he is hoping by November the grant information will be released.  He stated they would be matching grants and for the “mini DRI”, private sector would be eligible for 40% reimbursement.

Ken Adamczyk, representing Rotary, gave a report on the Ring of Fire 5K.  He stated all the proceeds were donated to community groups.  He stated that $ 1000.00 was donated to the JY Commission.

 

REPORT OF COMMITTEES: 

Police –The police report was filed with the Clerk and read at the meeting.  Chief Richardson reported 76 calls were handled by the NPD during July.

Chief Richardson reported that he received notification from the New York State Department of Criminal Justice Services that the Northville Police Department is complaint with the mandatory standards for New York and that the Northville Police Department’s certification will go in front of the New York State Accreditation Council for approval during the September meeting, well ahead of the October 16th deadline.  He stated that having the Lexipol electronic policy played a huge role in getting the Department certified.

 

Streets The DPW report was read and is on file at the Clerk’s office.  Highway Superintendent Reidell reported that they would be flushing hydrants on September 21st.

 

Water – It was reported that usage decreased from 3,311,000 gallons in August 2022 to 2,816,000 this year. Water testing and operations were normal.

Highway Superintendent Reidell reported that the Third Street project is being reviewed by DOH.  He also reported that he and Darryl would be working on the valve on the corner by the spillway in the upcoming weeks.

 

Code Enforcement- The Code Officer’s report was filed.  It was reported that 9 permits were issued in August.

 

Dog Control – No report issued.

 

Joint Youth Trustee Sedon reported the Commission had met the previous night and accepted a $ 1000.00 donation from the proceeds of the Ring of Fire 5K.  She reported that the Commission decided that next year, they would only be doing a summer program and there would be no beach.  Trustee Sedon stated they would adjust the rate of pay for the Director to reflect the reduced scope of the program.  It was announced that Hadley Jacobs had submitted a letter of resignation from her position as Director.  Trustee Sedon stated that the Commission would advertise on the website in December and put a formal ad for the position in the paper in January.

 

Park Use Requests – There were no park use requests.

 

Marketing – The Clerk gave a marketing update.  She reported that plans were being finalized for Fall Fest, which would be held on October 7th.  The Clerk indicated that she has been in communication with Fulton County officials and they expressed interest in partnering with the Village to host a National Trails Day celebration on June 1, 2024.  There was discussion of coordinating the event to celebrate the 100th anniversary of the completion of the NPT.  The clerk indicated she would keep the Board appraised of progress on the plans.

 

Report of Village Projects – The Clerk reported that the LWRP is currently under review of DOS.  Mayor Eckert stated the Village has been working closely with DOS to advance this forward and they are aware that there may need to be an extension filed.

 

Tree Commission – Highway Superintendent Reidell reported that the arborist will start pruning the Washington Street tree soon.

 

PAYMENT OF BILLS                                                         

The monthly financial report was reviewed and bills to be paid from the General Fund in the amount of $ 103,454.78, from the Water Fund in the amount of $ 14,120.25 and from the Joint Youth Fund in the amount of $ 2,509.92 were presented for payment. Motion to approve payment was made by Trustee Markiewicz, seconded by Trustee Rudd, and carried by voice vote as follows:

OLD BUSINESS:

Mayor Eckert reported that the proposed Sidewalk Snow Removal legislation is under review by the municipal Attorney.  The Clerk indicated she had spoken with Carm and he indicated there were a few issues that needed to be changed and that he would be sending us correspondence addressing them.  She reported that he did mention that the board would have to quantify a total accumulation that could be allowed on the sidewalk.  After discussion, the Board agreed the snowfall accumulation on sidewalks was not to exceed two inches.  The Clerk indicated she would forward this information down to the Attorney and wait for his response on the other issues.

 

NEW BUSINESS:

Mayor Eckert presented Resolution #12 of 2023 – Standard Work Day Reporting for Police Chief.  After review, Trustee Markiewicz made a motion to approve Reolution #12 of 2023.   The motion was seconded by Trustee Sedon and carried by voice vote as follows:

AYE:        Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:           0

ABSTAIN:   0

 

Mayor Eckert presented a request from the Local Dining and Spirits to host a car show on Saturday, October 14th, from 11-3.  The request asked that Main Street be blocked from the intersection of Bridge/Main, down to the corner of the Firehouse.  Mayor Eckert indicated that Mr. Mendetta had gone to all the businesses that would be affected by the road closure, and except for two businesses, all have signed off on the event.  After discussion, Trustee Sedon made a motion to approve the car show request for October 14th.  The motion was seconded by Trustee Rudd and carried by voice vote as follows:

AYE:        Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:           0

ABSTAIN:   0

 

The Clerk provided the Board with a Subject Matter List and asked for their approval of the document.  She indicated that it is a complete list of all documents maintained by the Village of Northville and it is a requirement that the list be reviewed annually.  She reported to the Board that she would be adding it to the Organizational Agenda so the document will stay current each year.  Trustee Terwilliger made a motion to approve the Subject Matter List as presented.  The motion was seconded by Trustee Rudd and carried by voice vote as follows:

AYE:        Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:           0

ABSTAIN:   0

 

ADJOURNMENT:     There being no further business before the Board, motion was made to adjourn by Trustee Markiewicz, seconded by Trustee Sedon, and passed by voice vote with no one dissenting.  The meeting was adjourned at 7:31 p.m.
