REGULAR MEETING – VILLAGE OF NORTHVILLE

Tuesday, January 21, 2025

 

The Village Board met Tuesday, January 21, 2025 at 7:00 PM.

Mayor Eckert called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.

 

Motion to approve the minutes of December 17, 2024, Regular Meeting was made by Trustee Rudd, seconded by Trustee Terwilliger, and passed by voice vote as follows:

OPEN PUBLIC HEARING LOCAL LAW #1 OF 2025 -Abolishing the Village Planning Board and Renaming the Village Zoning Board of Appeals

The Public Hearing for Local Law #1 of 2025 was opened at 7:01 p.m. on a motion Trustee Terwilliger, seconded by Trustee Markiewicz and carried by voice vote as follows:

AYE:       Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:           0

ABSTAIN:   0

 

Mayor Eckert presented the law as follows:

Local Law #1 of 2025

 

Section 1. Planning Board Abolished

The Planning Board for the Village of Northville is hereby abolished.

 

Section 2. Change of Name

The Zoning Board of Appeals for the Village of Northville shall hereafter be known as the Zoning Board.

 

Section 3. Transfer of Functions

All of the functions, duties and obligations of the aforesaid Planning Board, which is now abolished, are hereby assigned to the Zoning Board and shall become the functions, duties and obligations of the Zoning Board, in addition to its other duties.

 

Section 4. Laws Affected

All references to the “Planning Board” and all references to the “Zoning Board of Appeals” are hereby deleted from the Zoning and Subdivision Law (Chapter 170 of the Code of the Village of Northville} and from the Northville Local Waterfront Revitalization Plan (LWRP), and the name “Zoning Board” shall be substituted in place thereof.

 

Section 5. Ratification

Except as amended herein, all of the provisions as presently exist in the Zoning and Subdivision Law (Chapter 170 of the Code of the Village of Northville) and the Northville Local Waterfront Revitalization Plan (LWRP) are hereby ratified and affirmed.

 

Section 6. Effective Date

This Local Law shall take effect immediately upon its filing in the Office of the New York Secretary of State.

 

 

There was no request from the public to address the Board during the Public Hearing.  Mayor Eckert stated she would keep the Public Hearing on open for the remainder of the meeting.

 

REPORT OF COMMITTEES: 

Police – The police report was filed with the Clerk and read at the meeting.  Chief Richardson reported 953 calls were handled by the NPD for 2024.  He indicated that 438 calls were in the Town of Northampton and 497 calls were in the Village. During the month of December, NPD responded to 87 calls.

Chief Richardson reported that the AXON body worn cameras are fully operational and have already proven to be very valuable, capturing key evidence in a felony domestic violence incident that occurred on the first day they were in use.

Chief Richardson reported that he is actively pursing grants through DCJS that would assist with obtaining two new patrol vehicles for the department and extra funding towards personnel.

 

Streets – The DPW report was read and is on file at the Clerk’s office.

 

Water – It was reported that usage increased from 2,407,000 gallons in December 2023 to 2,624,000 this year. Water testing and operations were normal.

 

Code Enforcement- The Code Officer’s report was filed.  It was reported that two permits were issued in December.

 

Dog Control – DCO Duesler reported one call for an abandoned dog was received.

 

Joint Youth It was reported that two bounce houses sold on Auctions International for $ 1925.00.

Park Use Requests – There were no park use requests.

 

Marketing – The Clerk reported that she has begun working on the 2025 events for the Village.

 

Report of Village Projects – Nothing new to report.

 

Tree Commission – No report.

 

PAYMENT OF BILLS                                                         

The monthly financial report was reviewed and bills to be paid from the General Fund in the amount of $ 43,348.22, from the Water Fund in the amount of $ 12,335.76, and from the Joint Youth Fund in the amount of $ 1,887.56 were presented for payment. Motion to approve payment was made by Trustee Markiewicz, seconded by Trustee Sedon, and carried by voice vote as follows:

ABSTAIN:   0

 

OLD BUSINESS:

            Mayor Eckert and Highway Superintendent Reidell gave an update on the Street Light Maintenance Options presented by NYPA.  They recommended Option #3: Migrate over time, replacing failed nodes and or gateways with Signify equipment. No pricing discounts. No NYPA cost share.  Trustee Sedon made a motion to approve Option #3 as presented.  The motion was seconded by Trustee Markiewicz and carried by voice vote as follows:

ABSTAIN:   0

 

NEW BUSINESS:

Mayor Eckert presented the Northville Reservoir Dam report issued for the spillway area.  Highway Superintendent Reidell stated the report indicated that the valve in the Little Lake should be periodically opened.  He also stated the report indicated that there should not be any growth of trees or brush along the bank so they will be removing that.

 

Mayor Eckert reported that the February meeting of the Board of Trustees would be moved to February 25th at 7 p.m.

 

            At 7:18 p.m., the Public Hearing on Local Law #1 of 2025 was closed via a motion by Trustee Terwilliger, seconded by Trustee Rudd, and carried unanimously.

 

Trustee Markiewicz made a motion to adopt Local Law #1 of 2025 -Abolishing the Village Planning Board and Renaming the Village Zoning Board of Appeals. The motion was seconded by Trustee Sedon and carried by voice vote as follows:

AYE:       Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:           0

ABSTAIN:   0

 

CORRESPONDENCE – None

 

PUBLIC COMMENT:   No members of the public present expressed interest in addressing the Board.

 

ADJOURNMENT:     There being no further business before the Board, motion was made to adjourn by Trustee Markiewicz, seconded by Trustee Rudd and passed by voice vote with no one dissenting.  The meeting was adjourned at 7:20 p.m.
