REGULAR MEETING – VILLAGE OF NORTHVILLE

Tuesday, February 24, 2026

 

The Village Board met Tuesday, February 24, 2026, at 7:00 PM.

 

Present:              Sue Eckert, Mayor

Mayor Eckert called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.

The minutes of the January 20, 2026, meeting were tabled until the March meeting.

REPORT OF COMMITTEES: 

Police – The police report was filed with the Clerk and read at the meeting.  It was reported there were 53 calls handled in January.  Chief Richardson reported that Hamilton County has a 2021 Dodge Durango, which has 87k miles on it available to the Village for $ 15,000.00.  He stated that the Tahoe is out of service as something keeps draining the battery.  He stated that the Tahoe also has a malfunctioning air conditioning unit. Chief Richardson stated he would like to move forward with purchasing the Durango and placing the Tahoe on Auctions International.  After discussion, Trustee Sedon made a motion to deem the Tahoe a non-necessity and to list it for sale on Auctions International.  The motion was seconded by Trustee Rudd and carried by voice vote as follows:

ABSTAIN:   0

 

Trustee Terwilliger made a motion to purchase the 2021 Dodge Durango from Hamilton County for $ 15,000.00.  The motion was seconded by Trustee Markiewicz and carried by voice vote as follows:

AYE:       Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

ABSTAIN:   0

 

Streets – The DPW report was read and is on file at the Clerk’s office.

 

Water – It was reported that usage decreased from 2,858,000 gallons in January 2025 to 2,449,000 this year. Water testing and operations were normal.

 

Code Enforcement- The Code Officer’s report was filed.  It was reported that one permit was issued in January.

 

Dog Control – DCO Duesler had no report.  The Village did receive a copy of an agreement between the Northampton Animal Hospital and the Town of Northampton to provide medical & surgical services for abandoned or stray cats and dogs and boarding of abandoned or stray cats and dogs on a per diem basis.

 

Joint Youth – Mayor Eckert reported that she received a notice from Trustee Rudd that she would be stepping down as a representative on the Joint Youth Commission effective February 3, 2026.  Mayor Eckert stated that she would become the second Village representative on the Commission.

 

Park Use Requests – None

 

Marketing – The Clerk gave an update on the DOINS.  She stated that as this year is the 250th birthday of America, the theme of the parade will be “Northville Celebrates”.  She stated the Grand Marshals for the parade will be the Klippel Family, who are celebrating operating Klippel’s Kozy Korner in the Village for 30 years this year.

 

Report on Village Projects – Mayor Eckert presented a contract between EDR and the Village for Local Waterfront Revitalization Program Services.  She stated we have been working with EDR under our previous grant but the funding for services has expired.  She stated that EDR continues to work with the Village to finalize our LWRP project in the Village.  After discussion, Trustee Markiewicz made a motion to approve the contract with EDR.  The motion was seconded by Trustee Rudd and carried by voice vote as follows:

PAYMENT OF BILLS                                                         

The monthly financial report was reviewed and bills to be paid from the General Fund in the amount of $ 49,542.23, and from the Water Fund in the amount of $6,773.27, were presented for payment. Motion to approve payment was made by Trustee Rudd, seconded by Trustee Markiewicz and carried by voice vote as follows:

AYE:       Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NEW BUSINESS:

Mayor Eckert presented Local Law #1 of 2026 – A local law authorizing a property tax levy in excess of the limit established in General Municipal Law §3-c   – Final Format to Schedule Public Hearing for March

After review, Trustee Markiewicz made a motion to advance Local Law #1 of 2026 to a Public Hearing on March 17, 2026, at 7 p.m.  The motion was seconded by Trustee Sedon and carried by voice vote as follows:

AYE:       Trustee Markiewicz, Trustee Rudd, Trustee Sedon, Trustee Terwilliger

NAY:          0

ABSTAIN:   0

 

CORRESPONDENCE – None

 

PUBLIC COMMENT:

            No Public addressed the Board.

 

The Clerk announced that the Village Election for Mayor and two Trustee seats would be conducted on Wednesday, March 18^th from noon to 9 p.m. at the Bradt Building, 412 S. Main Street.

 

ADJOURNMENT:     There being no further business before the Board, motion was made to adjourn by Trustee Sedon, seconded by Trustee Markiewicz and passed by voice vote with no one dissenting.  The meeting was adjourned at 7:15 p.m.
