REGULAR MEETING – VILLAGE OF NORTHVILLE

Tuesday, April 16, 2019

The Village Board met Tuesday, April 16, 2019 at 7:00 PM at the Village offices.

Mayor Spaeth called the meeting to order at 7:00p.m. The Pledge of Allegiance was recited.

 

            Motion to approve the minutes of the March 11, 2019 Budget Workshop was made by Trustee Markiewicz, seconded by Trustee Collins, and passed by voice vote as follows:

Motion to approve the minutes of the March 19, 2019 Regular Meeting was made by Trustee Markiewicz, seconded by Trustee Eckert, and passed by voice vote as follows:

PUBLIC COMMENTS – No one from the public wished to address the Board.

 

REPORT OF COMMITTEES:

Police – There was no police report.

 

Streets Highway Superintendent Dan Reidell’s monthly report was read.

Mayor Spaeth reported that the Village had previously approved purchase of a new pickup and the following bids were received:

Mangino $ 33,187.50

Goldstein $ 40,095.00

Della         $ 40,574.50

 

After reviewing the bids, Trustee Eckert made a motion to purchase the pickup from Mangino for $ 33,187.50. The motion was seconded by Trustee Sedon and carried by voice vote as follows:

Mayor Spaeth reported that the trade in price for the current 2016 vehicle is $ 28,500.00. He indicated that the vehicle could be listed on Auctions International and we could set a reserve amount that we expect to receive for the vehicle. After discussion, Trustee Sedon made a motion to designate the 2016 GMC pickup being not longer a necessity after the new vehicle is in service. The motion was seconded by Trustee Eckert and carried by voice vote as follows:

Trustee Markiewicz made a motion to list the 2016 GMC pickup on Auctions International with a reserve price at $ 28,500.00 as discussed. The motion was seconded by Trustee Collins and carried by voice vote as follows:

Mayor Spaeth reported that Highway Superintendent Reidell was having difficult finding a tandem plow truck that was not an International, and as such, he was now considering a single axel plow truck. Mayor Spaeth stated that the vehicle being considered was approximately $ 20,000.00 less than the tandem vehicle.

 

Mayor Spaeth reported that Highway Superintendent Reidell received applications from two college students for summer hires. After discussion, Trustee Sedon made a motion to establish the rate of pay for the summer hires at $ 12.50 with an additional $.50 for returning employees. The motion was seconded by Trustee Eckert and carried by voice vote as follows:

Mayor Spaeth stated that currently we hire summer help that are continuing their education in college but recently we have been getting fewer and fewer applications. He stated the Board could change the policy to hire summer help that is not going to college if they desire. After discussion, Trustee Eckert made a motion to change the policy for summer help to give preference to those that are enrolled in college but consider no college if we don’t have candidates that meet that condition. The motion was seconded by Trustee Collins and carried by voice vote as follows:

Water – It was reported that usage increased from 2,839,000 gallons in March 2018 to 3,350,000 this year. Water testing and operations were normal. The annual Water Withdrawal Reporting form was submitted to NYSDEC.

 

Mayor Spaeth reported that Darryl is concerned that there is an undetected leak somewhere as water usage continues to be up a significant amount each month compared to the previous year. He stated that Darryl is out checking lines and hydrants to see if he can determine where the leak may be.

 

Mayor Spaeth reported that Darryl went to a water seminar recently and it was discussed that communities are going out to bid for plumbers to install water meters. He stated that the municipalities enter into a contract with the plumbers based on the per meter charge and then they schedule with the homeowners, install the meters and do the paperwork. He indicated that Darryl was working at getting more information for the Board to review. Trustee Eckert asked if the cost would be the same across the board for every homeowner and Mayor Spaeth indicated it would be unless there was an issue that complicated replacement. Trustee Sedon stated that there have been many scam phone calls as of late and felt the municipality should be the ones contacting the residents as opposed to a random company calling them. She wondered if it would be better if the residents contacted the group that the Village contracted with directly. Mayor Spaeth stated we could discuss the process when we have more information. As it stands, the goal would be to have the meters in place before the October meter reading cycle.

Code Enforcement – Code Officer Ginter reported that three permits were issued during March.

Dog Control – No Report

 

Joint Youth – Trustee Sedon reported that the Easter Egg Hunt would be held on April 20th in the NCS gym.

 

Marketing There was no Marketing report. Mayor Spaeth stated the Marketing Director was nearly done with the calendar of events and that he and Supervisor Groff would be meeting with her this week.

 

Park Use Requests – No requests.

 

Zoning Committee- Mayor Spaeth reported that there would be a presentation of the Draft Zoning on May 1st at NCS from 7 p.m. to 8:30 p.m. He indicated Monica Ryan, from Riverstreet, would be giving an overview of the draft including the process that was taken to develop the document presented. Mayor Spaeth stated that on May 11th, from 9 a.m. to 1 p.m., there would be an Open House at the Bradt Building where the public could come and discuss their concerns and have their questions answered regarding the Draft Zoning document. Mayor Spaeth reported that copies of the Draft Zoning document would be available for free on the Village website on May 1st or at the Clerk’s office for a copying fee of $.25/page. Mayor Spaeth stated the goal of the Open House was to take the public input and address every comment that is made. He stated the committee would then make any changes they felt necessary based on public input and revise their draft before presentation to the Village Board. Mayor Spaeth gave a tentative timeline of the remainder of the Zoning update process, indicating that the Board could see a revised draft to accept as early as June, which would be then sent to the County Planning Board and Village Planning Board for their review. He suggested another public access session for the Board to be able to answers questions the public after the Planning Boards review.

 

Doins Committee – The Clerk gave an update on the Doins/Parade meetings. The group continues to get vendor applications and they are working on logistics of set up for vendors and bounce houses.

 

LWRP Committee – The committee will be meeting May 6th. On May 23rd, there will be an Open House Public Session in the Library of NCS from 3 p.m. – 8 p.m.

PAYMENT OF BILLS

Bills to be paid from the General Fund in the amount of $ 55,216.91, from the Water Fund in the amount of $ 1,597.31, from the Joint Youth Fund in the amount of $ 1,579.03 and from the Trust and Agency in the amount of $ 62,121.57 were presented for payment. Motion to approve payment was made by Trustee Markiewicz, seconded by Trustee Collins discussed, and carried by voice vote as follows:

OLD BUSINESS:  

Mayor Spaeth reported that the organizer of the Half Marathon was looking to get 16 porta johns for the event, which would cost $ 1000.00. After discussion, Trustee Eckert made a motion to donate $ 500.00 toward the cost of the porta johns. The motion was seconded by Trustee Sedon and carried by voice vote as follows:

NEW BUSINESS:

A request was received from the Northampton Ambulance Service to conduct their annual coin drive on May 4, 2019. Trustee Markiewicz made a motion to approve the Northampton Ambulance Service coin drive on May 4, 2019. The motion was seconded by Trustee Eckert and carried by voice vote as follows:

Mayor Spaeth reported that the Empire State Capital Volksporters have requested to conduct a 5k and a 10 k in and around Northville. He stated that he and Supervisor Groff will be contacting them to give a presentation to both Boards.

 

Mayor Spaeth reported to the Board that he and Supervisor Groff have been approached by a gentleman from Old Forge who read about the revitalization of Northville in the Adirondack Explorer Magazine and wanted to meet with them to discuss ways Old Forge could implement the strategies Northville/Northampton have put in place. Mayor Spaeth stated the gentleman reports that Old Forge is dying and he and a small group of people are working at trying to turn that around. Mayor Spaeth stated that Supervisor Groff has been actively promoting the Village and Town since he joined the Board of Supervisors. Mayor Spaeth stated that Jim has done a marvelous job at the County level for our local area. Mayor Spaeth stated he and Supervisor Groff would be setting up a meeting in the near future with a contingent of representatives from Old Forge.
