REGULAR MEETING – VILLAGE OF NORTHVILLE

Tuesday, September 23, 2025

 

The Village Board met Tuesday, September 23, 2025, at 7:00 PM.

Mayor Eckert called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.

 

Motion to approve the minutes of August 19, 2025, Regular Meeting was made by Trustee Markiewicz seconded by Trustee Rudd, and passed by voice vote as follows:

REPORT OF COMMITTEES: 

Police – The police report was filed with the Clerk and read at the meeting.  It was reported there were 64 calls handled in July.  Trustee Terwilliger asked the Chief how many hours the PD put on the books.  Chief  Richardson reported that they average 300 hours per week.

 

Streets – The DPW report was read and is on file at the Clerk’s office.  Highway Superintendent Reidell reported that they will be paving West Prospect Street, Lake Ave and Broadway.  He reported to the Board that he has additional CHIPS funding that he would like to use to pave the private road turn around at the end of West Prospect Street.  He stated that it is a dead end road and the Village vehicles use that for a turn around when they are working in the area.  Over the years, he has spent time up there repairing the ruts created by the municipal vehicles and it would be more cost effective to pave it.  He indicated the cost would be $ 2,000.00.  After discussion, Trustee Terwilliger made a motion to pave the turn around area on private property utilized by the Village on West Prospect Street using $ 2,000.00 in CHIPS funding.  The motion was seconded by Trustee Rudd and carried by voice vote as follows:

Mayor Eckert reported that people continue to take advantage of the beach and with the lower water levels, people are driving out onto the beach/lake area, in addition to having camp fires.  She stated she understood there was a sign there that stated no vehicles beyond railing by beach area but that sign is no longer there.  She asked Highway Superintendent Reidell if a sturdier sign could be constructed.  He stated he will have a new one painted and installed and requested a list of items to be on the sign.

Mayor Eckert asked if the crew was going to be removing the Girl Scout garbage/recycling containers for winter storage.  Highway Superintendent Reidell stated that they will be stored in the cold storage facility for the winter and brought back in the spring.

Highway Superintendent Reidell reported that the auction for the pickup truck has ended and the top bid was $ 36,000.00.  He reported that bid was rejected as the dealer offered $ 40,000.00 for trade in value and the high bidder did not want to advance his bid.  He reported the new pickup truck is coming tomorrow.

 

Water – It was reported that usage increased from 3,100,000 gallons in August 2024 to 3,495,000 this year. Water testing and operations were normal.

Highway Superintendent Reidell gave an update on the recent water main break on Ridge Road.  He stated the 10” cast iron pipe had a 6’ long crack in it.  He indicated that the volume of water that was lost threw all the levels off at the pump house.  Highway Superintendent Reidell stated that we were at 5’ when the water was finally up and running.  He indicated that the pipe had more than likely been leaking for quite a while before discovery.  He credited Town of Northampton Highway Superintendent Ken Cramer, Town of Edinburg Highway Superintendent Wayne Seelow, the Great Sacandaga Lake Fire District, and the Gloversville Water Works Department for their assistance with the repair process.

Highway Superintendent Reidell reported he is working with the property owner on Water Street to repair damage to his property from the break near the corner of Ridge Road and Water Street.  He provided photos of the damage for the Board.

Highway Superintendent Reidell reported to the Board that by the October meeting, the chlorinator building should be gone.  He indicated that the propane is out of the building and the electric is off.

Highway Superintendent Reidell stated that the diver was up to inspect the valve at the spillway.  He indicated it is 37’ deep and we can’t see all the brackets because of the depth.  He reported that we were encouraged to exercise the valve a few times before the anticipated bridge replacement project.  Highway Superintendent Reidell stated that the dive company can pressure wash the valve area which will help remove the rust and debris in the valve area so we can open it more freely.  He indicated he received a quote of $ 4,800.00 for pressure washing by the dive company.  After discussion, Trustee Markiewicz made a motion to approve the quote of $ 4,800.00 for pressure washing the valve at the spillway.  The motion was seconded by Trustee Terwilliger and carried by voice vote as follows:

Code Enforcement- The Code Officer’s report was filed.  It was reported that five permits were issued in July-August.

 

Dog Control – No report

 

Joint Youth Nothing to report..

 

Park Use Requests – None

 

Marketing – The Clerk reported that Fall Fest would be held on Saturday, October 11th from 9-5.  She indicated that in addition to the activities in the Waterfront Park, there will be various events around the Village by local churches and other not for profit groups.

 

Tree Commission – No report.

 

PAYMENT OF BILLS                                                         

The monthly financial report was reviewed and bills to be paid from the General Fund in the amount of $ 77,729.51, from the Water Fund in the amount of $ 39,730.62, and from the Joint Youth Fund in the amount of $ 6,542,69 were presented for payment. Motion to approve payment was made by Trustee Markiewicz, seconded by Trustee Rudd, and carried by voice vote as follows:

OLD BUSINESS:  

            There was no old business to discuss.

 

NEW BUSINESS:

Mayor Eckert reported that she, along with Treasurer Nathan Matthews and Clerk Wendy Reu recently attended the week long NYCOM Fall Training School held in September.  She reported that Clerk Reu was presented with a plaque for her 15 years of attendance at Fall Training Schools.  Mayor Eckert stated there were a wide variety of classes and discussion sessions that participants could engage in.  She stated that there were over 500 participants from across NYS.  Mayor Eckert stated that through attendance at these classes over the years, the Village has implemented procedures and policies that protect residents and improve quality of life in the municipality.  She indicated many municipalities across the state are just starting to implement many of the items we already have in place.

 

CORRESPONDENCE – None

 

PUBLIC COMMENT: Linda Ruggerio addressed the Board about her concerns with increased traffic and speed along Ridge Road when the spillway area will be closed for bridge replacement in the spring of 2026 and traffic will have to be detoured.  She also stated she felt there needed to be a stop light at the intersection of Main and Bridge.  Mayor Eckert stated that the bridge replacement was a Town/County project and that Ridge Road was a County Road.  She indicated there would be coordination with Fulton County at the time for increased signage and patrols.  Mayor Eckert stated that a traffic study was performed at the intersection of Bridge and Main and a traffic light was not a recommendation.

Blanche Drapun asked for clarification of sidewalk repair.  She was informed that sidewalks are the responsibility of the homeowner, despite being in the ROW of the Village.  It was reported that the Village would need to have written notice of defect of a sidewalk to force the owner to make repairs.

 

ADJOURNMENT:     There being no further business before the Board, motion was made to adjourn by Trustee Markiewicz, seconded by Trustee Rudd and passed by voice vote with no one dissenting.  The meeting was adjourned at 7:30 p.m.
