Budget Workshop Minutes March 19, 2018

BUDGET WORKSHOP MEETING – VILLAGE OF NORTHVILLE

Monday, March 19, 2018

 

The Village Board met Monday, March 19, 2018 at 6:30 PM at the village offices.

Trustee Collins , Trustee

John Markiewicz, Trustee

Sue Sedon, Trustee

 

Wendy Reu, Recording Secretary

Nathanial Matthews, Treasurer

 

Absent:

 

Mayor Spaeth called the meeting to order at 6:30 pm.

 

Mayor Spaeth and Treasurer Matthews presented the proposed budget for the Board’s review.

 

Mayor Spaeth indicated that the proposed tax rate was $ 8.24 / $ 1,000.00 which was in increase of 1.57% and under the State tax cap. Treasurer Matthews indicated that expenses and revenues went up approximately $ 5,000.00 each. He indicated that the 1.57% increase would equate to $ 3000.00 increase raise in taxes overall. He continued by stating there were several “one shot” appropriations and revenues in this year’s budget that could not be counted on annually.

 

Treasurer Matthews presented the Salary schedule for review and indicated that in general there was a 2.5% salary increase.

 

Mayor Spaeth reported that the Joint Youth program currently receives $ 10,500.00 contribution from the Village and $ 21,000.00 from the Town annually. Treasurer Matthews indicated that it costs approximately $ 45,000.00 to $ 50,000.00 annually to run the program and he indicated that there is currently $ 44,000.00 in the Joint Youth Fund Balance. He cautioned that the fund balance needs to be pared down and suggested that the contributions be reduced to $ 1,500.00 from the Village and $ 3000,00 from the Town, annually, over the next four years to get to a sufficient level of fund balance.

 

Treasurer Matthews reported that interest and earnings were up considerably this year and he stated that he is able to invest in CDs and T Bills with better return from Key Bank.

 

Mayor Spaeth stated that the Village is in good shape and still able to stay under the tax cap.

 

Trustee Markiewicz made a motion to adopt the Salary schedule as proposed. The motion was seconded by Trustee Sedon and carried by voice vote as follows:

Aye:                Trustee Collins, Trustee Markiewicz, Trustee Sedon

Nay:                 0

Abstain:           0

 

Trustee Sedon made a motion to accept the tentative budget as the Preliminary Budget with a rate of $ 8.24/ $ 1,000.00, representing a 1.57% increase, and to schedule a Budget Hearing for Monday, April 9, 2018 at 6:30 p.m. The motion was seconded Trustee Markiewicz and carried by voice vote as follows:

Abstain:           0

 

The Preliminary budget with salary schedule as proposed will be available for review prior to the budget hearing on April 9, 2018.

 

ADJOURNMENT:

There being no further business before the Board, motion was made to adjourn by Trustee Markiewicz, seconded by Trustee Sedon and passed by voice vote with no one dissenting. The meeting was adjourned at 7:10 p.m.
